League Rules
OSYB LEAGUE RULES – Fall 2012
Coach Rule
A person who wishes to manage or coach a team must apply at registration time. A background check must be performed. A parent of a registered player will be given preferential treatment. Others who wish to manage or coach a team will be evaluated by the Board. Unanimous approval is required from the board. Annual renewal is required.
Any coach found to be in violation of the OSYB and/or PONY Rules will be removed from their position as specified by the PONY Rules.
Play Up Rule*
Players may apply to “play up” (i.e. play in the next higher division than is standard for the player’s age) during or after scheduled player assessments, if the age difference is LESS than one year. The application must be approved by the division coordinator and President. If the age difference is more than one year, an impartial evaluation will be conducted for review by the board at the request and recommendation of the players previous years coach. Unanimous approval is required from the board.
A Play-Up consent form must be signed and turned in with registration prior to the first practice. The form may be turned in at the snack stand. Any questions regarding playing up one division should be directed to co-president Buddy Rodriguez via email at steelerbud@gmail.com

*TWO-YEAR AGE BRACKETS
Experimentation has indicated that a 2-year age bracket is the most practical for growing players. Often because of the lack of maturity, ability and size, the younger players in a league that spans more than two years have difficulty communicating with the older players. They may also find themselves spending the majority of a season on the bench. With two-year age brackets, it is far easier to permit every player to have equal playing time because the difference in skills within an age group is not as great.
Player Assessments
All registered players must be assessed prior to the draft. Players must be assessed with their age group, i.e age 7-8: Pinto, 9-10: Mustang, 11-12: Bronco, 13-14 Pony. Players who intend to apply to “play up” may participate in both assessments.
Player Draft
Pinto and above players must be assessed for ability before being placed on a team. Any player not assessed or registered after the draft will be assessed by the President or a designated representative and placed on a team by lottery rules administered by the President, Vice President and Player Agent.
Shetland:
There is no draft. Players will be allowed to play with requested players or coach regardless of their ability.
Pinto Recreational:
Players will be allowed to play with requested players or coaches as long as a reasonable effort is made to assure that players with equal abilities are distributed throughout the teams. All Pinto players must be assessed and ranked for ability prior to the draft.
Pinto Competitive:
Full player draft as prescribed in the Draft and Lottery Rules.
Mustang:
Full player draft as prescribed in the Draft and Lottery Rules.
Bronco:
Full player draft as prescribed in the Draft and Lottery Rules.
Pony:
Full player draft as prescribed in the Draft and Lottery Rules.
Colt/Palomino:
Full player draft as prescribed in the Draft and Lottery Rules.
Team Draft Rules
Drafting Rule
- The league President will designate a time and place for all Managers to meet to draft players for the season.
- Managers can ‘reserve’ a player prior to commencement of the draft as long as all managers agree. Reserved players must be relatives or have special circumstances that the President approves. A player that has not been assessed cannot be reserved. If a manager reserves a player, the other managers may reserve a player of similar ranking (skill level). Managers must agree on rankings.
- Draft pick order will be assigned by lottery for every odd round.
- The picking order will be reversed in every even round (ie. the manager with the first pick in the first round will be the last pick in the second round).
Lottery Rule
In the event that a player is admitted into the league after the player draft is complete, the following steps will be taken.
- The President will randomly (by lottery) assign the order of the teams that will receive a new player. If players are admitted on different days the President will randomly assign the order of the teams each time a new player registers.
- The President will randomly (by lottery) assign the new player to a team in order based on step 1. (First pick goes to first team; second pick goes to second team, etc.)
- The number of players assigned to a team at the draft will NOT affect the subsequent assignment of players after the draft. (If a team has less players than the others after the draft, they will not necessarily receive the first new player unless they are the first lottery pick)
- A team cannot refuse a player in a lottery. Trading with other teams is allowed with the approval of the President and Vice President. The Player agent must be notified of any trade after the draft.
- A team with fewer players may request a player from another team as long as the other team managers and the President agree to the fairness of the trade/ transfer.
- If a team loses a player due to injury or parent removal from the league, that team will receive the next registered player. Any player lost to injury or parent removal must be documented and reviewed by the President before a new player is assigned.
- Players registered after the draft will be pooled for a potential additional team. If a full team cannot be assembled in a reasonable time, the payers will be randomly assigned to existing teams or they will be refunded.
Thrown Equipment Rule
The rules of the current years PONY Rule Book will be adhered too with the following amendments:
- If a player carelessly throws equipment (e.g. bat, helmet, glove, etc.) the umpire will stop the game and warn both teams that a second violation is immediate ejection.
- A second violation, regardless of the player or team, will constitute immediate ejection.
